As a starting point, the Server Manager dashboard is used, but any method can be used to access the DNS Manager.
Figure 1 below shows that the DNS Server role has been installed and can be selected from the left pane.

I don’t have any information, nor have I found anything in the registry or otherwise, to alter the selection criteria to make sure it chooses a DC that can be contacted.
